Norway launches international call for entries for July 22 memorial sites

In commemoration of the terror attacks of July 22, 2011, the Norwegian Government is to establish two national public art memorial sites - one in Hole and one in Oslo.




As a first step in planning the memorials, artists, architects and interdisciplinary collaborative teams from around the world are invited to participate in an open call for prequalification entries which will end on September 1, 2013.The assignment has been initiated by the Ministry of Culture, who have set the main parameters for the implementation of the memorial site projects. The coordination of the venture is being led by the Art Committee - a group of Norwegian representatives including those from KORO (Public Art Norway) and the Labour Party's Youth Association. Their chief task has been to develop a shared understanding of what memorial sites are and what they could be in this instance, consulting with the Norwegian people along the way. Correspondingly, an 'Art Plan' has been developed and has become primarily a tool for definitions, choice of direction and areas of focus in the work ahead.

"We are already seeing great interest in this open call both domestically and internationally. We can therefore expect many entrants and a challenging selection" says Jørn Mortensen, Head of the Art Committee.

The Art Committee have stressed the participatory aspect of the project and have conducted a survey this spring which asked the Norwegian people what words they would like to see reflected in the memorial sites. The findings of this survey will be part of the information provided to the competition participants. The results are shown in the word-cloud, marking out the emphasis that was given on "solidarity".

The open call will be followed by a closed competition in winter between eight selected candidates to be announced on September 20, 2013, with the winner being announced on February 15, 2014. Ten million Norwegian kroner (NOK) have been earmarked for the permanent memorial site in the Government Quarter in Oslo, and two million NOK to the temporary project. Five million NOK have been earmarked for the memorial site in Hole Council.

Background:
Public Art Norway (KORO) received the official assignment notification for the national memorial sites from the Ministry of Culture on July 10, 2012. It was decided that a permanent memorial site should be built in Hole along with a temporary one for the Government Administration Complex, due to the still pending plans for the rebuilding of the complex. The memorials should then be finalized by July 22, 2015. Additionally, a main memorial site shall be established in the Government Administration Complex. This site will be designed in tandem with the rebuilding plans for the complex, so its timeline has yet to be set.
